This series consists of sound recordings of speeches, statements, interviews, press briefings, news conferences and congressional testimony of top civilian and military defense officials. A large portion of the recordings feature Secretary of Defense Caspar Weinberger as a guest speaker or testifying before Congress on topics such as the defense budget, the War on Drugs, Libya, Grenada, Soviet military power, or the use of the Airborne Warning and Control System (AWACS). The series also includes Secretary of Defense Dick Cheney, Deputy Secretary of Defense William H. Taft, Deputy Secretary of Defense Donald Atwood, Joint Chiefs of Staff William Crowe, Colin Powell, Thomas Kelly, and Assistant Secretaries of Defense Henry Catto, Ben Wells, Michael Burch, Robert Sims, and Lawrence Korb. Secretary of the Navy John F. Lehman, Jr., Secretary of the Air Force Vern Orr, and Secretary of the Army John O. Marsh, Jr. are also heard on the recordings. Most of the recordings contain numerous speaking engagements strung together, and the textual records of the series offer a breakdown on the content of some of these individual recordings.

John F. Lehman, Jr. was born in Philadelphia, Pennsylvania, on September 14, 1942. He received a Bachelor's Degree in international relations from St. Joseph's College in 1964, and spent three years in the Air Force Reserves while attending Cambridge University. In 1968 he left the Air Force Reserves and accepted a commission of Ensign in the Navy, where he advanced to the rank of Commander.
